Leak Detection in Willow Grove, PA

Willow Grove is not a town of its own. It is a census designated place split between Upper Moreland and Abington townships, so your sewer provider depends on which side of the line you live on. Water comes from Aqua Pennsylvania, which offers no leak adjustments in this state.

  • Service lines, slab and wall leaks in 19090 homes, twins and apartments
  • Leak report you can hand to a plumber, landlord, insurer or Aqua
  • Answered 24/7 from Easton Road to Moreland Road

Calls answered day and night. Emergency? Shut off your main valve first, then call.

Quick answer

My Willow Grove water bill doubled. What should I do first?

Read your Aqua meter at night and again in the morning with no water used. If it moved, you have a leak. Dye test the toilets, then close the main valve. If the meter still turns, the leak is probably in your service line. Aqua gives no leak credit in Pennsylvania, so find and fix it fast.

Willow Grove is two townships: why that matters for a leak

The Willow Grove census designated place covers parts of both Upper Moreland Township and Abington Township. Both sides get water from Aqua Pennsylvania, but sewer service differs: Upper Moreland homes use the Upper Moreland Hatboro Joint Sewer Authority, while Abington homes use the township’s own wastewater system. Permits and code offices differ too.

According to Wikipedia, the Willow Grove CDP lies in Abington and Upper Moreland townships and uses ZIP code 19090. The Census QuickFacts profile counted 13,730 residents in 2020 on 2.54 square miles of land. The 19090 ZIP code covers ground on both sides, so the township on your tax bill is the one that counts.

The Upper Moreland utility list comes from its Wikipedia entry, and the office details from the Upper Moreland Township website. The Abington details come from the Abington Township website, which says most of the township is on Aqua water and the township runs its own sewers.

Why should you care? A leak in your water service line is a water side problem, and Aqua and your plumber handle it. A cracked sewer lateral is a sewer side problem, and the authority you call depends on your township. Getting that right on the first call saves a day.

Why do homes in Willow Grove, PA leak?

Willow Grove’s housing is mostly postwar. In Upper Moreland, Census 2000 counted nearly 40 percent of homes as built from 1940 to 1959 and almost another 40 percent from 1960 to 1979. Those decades mean aging copper, galvanized steel in older houses, and plenty of shared plumbing in apartments and twins.

The Census 2000 housing profile for Upper Moreland shows a township that grew fast after World War Two and kept growing through the 1970s. Unlike Abington, which leans heavily toward pre 1960 houses, Upper Moreland has a bigger share of 1960s and 1970s construction.

Era builtUpper Moreland share (2000)Common leak points
1939 or earlier9.3%Galvanized supply, old curb stops, cast iron drains
1940 to 195939.5%Early copper, steel service lines, basement slab lines
1960 to 196919.2%Copper pinholes, slab on grade additions
1970 to 197920.0%Type M copper in walls, apartment risers
1980 and later11.9%Fittings, water heaters, irrigation

Housing type matters as much as age here. That same profile counts 20.8 percent of Upper Moreland units in buildings of 10 or more apartments, plus another 13.5 percent in buildings of two to nine units. Shared walls and stacked bathrooms mean a leak upstairs often shows up in a neighbor’s ceiling first.

On the Abington side of 19090, the Abington Census 2000 profile shows 45.4 percent of homes built from 1940 to 1959. Either way, most Willow Grove plumbing is more than 45 years old.

Apartments, twins and condos: the Willow Grove leak angle

Willow Grove has more apartment and attached housing than most nearby towns, so many leak calls here are really about whose leak it is. A technician isolates each unit and riser, proves where the water starts, and writes it down, so the landlord, the condo association and the tenant can settle repair and insurance quickly.

The QuickFacts owner occupied rate for the Willow Grove CDP is 64.3 percent, so about a third of households rent. Compare that with 90.6 percent in the Montgomeryville CDP, per its own QuickFacts profile. Renters and landlords both have a stake in finding a leak fast, and neither wants to pay for the other’s repair.

Typical shared building leaks

  • Shower pan or tub drain leaks dripping through to the unit below
  • Toilet wax ring failures that stain the ceiling below
  • Supply riser leaks inside a shared wall chase
  • Water heater pans overflowing in closets
  • Washing machine hoses in stacked laundry rooms

For these jobs the technician uses moisture mapping, thermal imaging and flood or dye testing, which is what our shower pan, tub and toilet leak detection service is built around. For larger buildings, see commercial and multifamily leak detection, which traces risers and shared lines unit by unit.

If water is coming through your ceiling from the unit above, shut off your own fixtures, take photos, notify the building manager in writing, and call us. A written leak report helps every party’s insurer.

Signs of a hidden leak in a Willow Grove home

In a Willow Grove single family home, the first clue is usually an Aqua bill spike or a meter that moves with nothing running. In apartments and twins it is a ceiling stain or a neighbor’s complaint. Outside, look for a soggy strip between the curb box and the house.

Bill and meter

  • Aqua bill up sharply with no change in use
  • Low flow indicator spinning overnight
  • A faucet dripping once a second can waste over 3,000 gallons a year, per EPA WaterSense

Inside

  • Ceiling stains under bathrooms
  • Musty smell in a closet or wall chase
  • Loose or cracked floor tile near a tub
  • Warm spot on a slab floor

Yard and curb

  • Wet ground near the curb box
  • Green strip over the service line
  • Sinking walk or driveway edge
  • Running water sound at the meter

Pool and outdoor

  • Pool level drops faster than evaporation
  • Irrigation zone that never dries
  • Yard hydrant leaking at the base

A slow leak can hide for months. EPA estimates that 10 percent of homes have leaks wasting 90 gallons or more a day. Our guide to slab leak signs has more clues for homes built on concrete.

Leak detection services for Willow Grove

Willow Grove calls split three ways: service line leaks at single family homes, unit to unit leaks in apartments and twins, and high Aqua bills with no obvious cause. A local technician brings acoustic gear, thermal imaging, tracer gas and a sewer camera, then uses whichever fits the problem.

When the sewer lateral is involved, the technician also notes which authority serves the address so you call the right office about anything on the public side.

How a Willow Grove leak detection visit works

The visit starts with what you have noticed, then the meter. The technician isolates the house plumbing from the service line, and in multi unit buildings isolates each unit. Acoustic listening and tracer gas pinpoint the leak, it gets marked, and you receive a written report the same day.

1

Phone triage

We ask what you see and help you close the main valve if water is coming in.

2

Isolate

The technician closes valves in sequence: house, unit, fixture or service line, watching the meter each time.

3

Pinpoint

Ground microphones, thermal cameras, moisture meters and tracer gas narrow it to a spot.

4

Report

The leak is marked and written up with photos, readings and the recommended repair.

What the written report covers

  • Meter readings and timed flow tests
  • Which unit, fixture or pipe section is leaking
  • Marked location with photos
  • Whether the leak is on the homeowner or utility side of the curb stop
  • Recommended repair for your plumber

Who owns the service line, and what Aqua does about high bills in Willow Grove

Aqua’s service line inventory release says the utility owned part usually runs from the main to the curb stop, and the customer owns from the curb stop into the building. Your section is your repair. Aqua’s leak adjustment page says it does not offer leak adjustments in Pennsylvania.

The ownership split comes from Aqua’s service line inventory announcement. The no credit policy is on Aqua’s leak adjustment request page. Aqua’s lead page also says it replaces customer owned lead or galvanized service lines at no direct cost, with a warranty.

Aqua is regulated by the Pennsylvania Public Utility Commission, which oversees more than 150 water and wastewater utilities, per the PUC water page. If you think a bill or meter reading is wrong, raise it with Aqua first, then the PUC if you cannot resolve it.

High bill checklist

  1. Compare the bill to the same month last year.
  2. Run an overnight meter test and toilet dye tests.
  3. Shut the main and watch the meter to split the house from the service line.
  4. Book leak detection and get the leak documented.
  5. Repair, keep receipts and confirm the next reading drops.

What a leak costs on a Willow Grove Aqua bill

Aqua’s Rate Zone 1 Main Division rates charge $22.40 a month for a 5/8 inch meter, $16.246 per 1,000 gallons for the first 2,000 gallons and $19.233 above that. The PUC’s example customer using 3,870 gallons a month pays $90.86. A hidden leak adds to that at the top rate.

Those figures come from Aqua’s Rate Zone 1 Main Division comparison sheet, effective February 22, 2025, and the PUC rate decision. Here is how a normal bill is built, then what leaks add.

LineArithmeticAmount

First 2,000 gallons2 x $16.246$32.49
Next 1,870 gallons1.87 x $19.233$35.97

Broken service line, 2.5 gal/min108,000about $2,077

Gallons divided by 1,000, times $19.233. The 6,300 gallon irrigation figure is EPA WaterSense’s estimate for a 1/32 inch leak. Sewer charges from your township provider are extra.

Detection itself typically runs about $150 to $600 nationally, and This Old House puts slab leak repair at about $2,300 on average. We quote detection on the phone. More in our Pennsylvania leak detection cost guide.

Willow Grove landmarks, roads and nearby areas

Willow Grove grew around Willow Grove Park, an amusement park opened in 1896 that closed in 1976 and is now the site of Willow Grove Park Mall. Routes 611 and 63 cross the area, the Turnpike’s exit 343 sits nearby, and SEPTA’s Warminster Line stops at Willow Grove station.

Wikipedia notes that the former Naval Air Station Joint Reserve Base Willow Grove was actually northwest of the CDP in Horsham Township and became the Horsham Air National Guard Station in 2011. Despite the name, it is Horsham’s history, and our Horsham leak detection page covers how the base affected that township’s water supply.

Willow Grove water supply, storms and winter notes

Aqua’s supply can be strained by extreme weather. After Tropical Storm Ida flooded Aqua’s Pickering plants in 2021, Upper Moreland relayed Aqua’s request to stop nonessential water use. In winter, frost reaches roughly 24 to 42 inches in Pennsylvania, enough to crack shallow or exposed pipes.

Patch reported on September 2, 2021, that Aqua asked customers across its southeastern Pennsylvania service area to stop nonessential water use until further notice, after Ida’s flooding damaged the Pickering East and West plants in Phoenixville.

For winter, the Penn State PHRC freeze depth guide puts Pennsylvania frost depth at about 24 to 42 inches. Garages, crawl spaces, and pipes in exterior walls of apartments are the usual trouble spots.

  • Keep heat at least in the 50s in vacant units and closed rooms.
  • Close inside valves to hose bibs and drain them before winter.
  • Insulate the meter and the pipe where it enters through the foundation.
  • After a freeze, book a burst pipe leak check before the next bill arrives.

On the PFAS question: the ATSDR fact sheet names Horsham and Warrington as the public water systems affected near the former base. Willow Grove itself is served by Aqua.

Frequently Asked Questions

Is Willow Grove its own municipality?

No. Willow Grove is a census designated place that lies in parts of Upper Moreland and Abington townships. Your township determines your sewer provider, permits and code office.

Who supplies water in Willow Grove?

Aqua Pennsylvania serves Upper Moreland and most of Abington, so nearly all Willow Grove homes are Aqua customers. Check your bill to confirm.

Who handles sewer in Willow Grove?

On the Upper Moreland side it is the Upper Moreland Hatboro Joint Sewer Authority. On the Abington side it is Abington Township’s wastewater system.

Will Aqua credit my bill for a leak?

No. Aqua states that it does not offer leak adjustments in Pennsylvania, so the fastest fix is the cheapest one.

Who pays for a leak between the curb and my house?

You do. Aqua usually owns from the main to the curb stop, and the property owner owns from the curb stop into the building.

A leak upstairs is coming through my ceiling. Who pays?

It depends on your lease or condo documents and where the leak starts. A written leak detection report showing the source helps the landlord, association and insurers sort it out.

The ATSDR fact sheet names Horsham and Warrington as the public systems affected near the former base, which was in Horsham Township. Willow Grove homes are on Aqua.

How much does a running toilet add to an Aqua bill?

About 4,320 gallons a month at 0.1 gallons per minute, or roughly $83 at Aqua’s Rate Zone 1 upper rate of $19.233 per 1,000 gallons.

What ZIP codes do you cover around Willow Grove?
